These decisions should be discussed in a board meeting and be approved by a majority of the vote (50% + 1 vote) of the board members. The executive board is considered the highest council and the supreme decision committee of the network.

The executive board is responsible for overall policy and direction of the network, exercising oversight, and providing strategic direction. This board is considered the highest council and the supreme decision committee of the network. The board consists of 21 representatives of major branches of science nominated by the advisory board members, a president (chairman) and executive director as a non-voting member. The nominees for representation in the executive board even the founders of USERN should not be members of the staff and this is to ensure maximum efficacy and minimum prejudice in board decisions. The executive board has the right to and is responsible to make decisions for all issues of the network, whether it’s a suggestion from the advisor board members, executive board members or executive director. In addition, one of the founders has the responsibility to assure that the decisions made by the board are in accordance with guiding principles of USERN and has in fact override authority over the board. The executive board is the supreme decision making council of USERN.
